Multi-country structure, consortium access and delegation.

Multi-country programmes

One programme can operate across several African countries without duplicating your organization or weakening isolation. Each country deployment resolves through the country-profile registry; an unrecognised country code is refused rather than stored as free text.

Consortium membership is not access

Being a member of a consortium grants no data access whatsoever. Access exists only as an explicit grant that names one scope, one permission list, one stated purpose and one expiry.

  • Every grant is revocable by the granting organization alone, and revocation takes effect immediately.
  • Leaving a consortium revokes every grant that flowed from it.
  • Issuing a grant requires a governance approval obtained by a separate person with decision authority.
  • No tenant-administration permission can be granted to another organization, at all.

Comparing across countries

A programme-level aggregate is refused unless every indicator pair has been assessed comparable across seven dimensions, three of which are fatal — indicator definition, unit of analysis and measurement units. The platform will not produce a combined figure with a caveat attached; it declines and tells you which pair blocked it.
